A strong senior specialist has usually earned success through personal expertise. They solve difficult problems, know where the bodies are buried in the process, and can often finish work faster than the people around them.
Being a manager is a whole different ballgame. The person now has to create results through other people while coaching, delegating, setting expectations, handling conflict, and making decisions with less direct control.
Those abilities can be developed, but a title does not magically install them. Moving from an individual contributor to a manager requires a different set of skills that you need to actively help them develop.

By Month 5, they might handle a difficult coaching conversation, recommend a staffing decision, and run part of the team's operating rhythm.
Each milestone gives you evidence that they are making progress.
You can see whether the person is learning to communicate clearly, give ownership away, make sound decisions, and handle the human parts of the work. The employee also gets something valuable. They can experience management before making a career decision based largely on what the title looks like from the outside.
As you continue to learn, this is a great example of AI enhancing our human capabilities. AI can draft the structure quickly, but your judgment still matters throughout the process. You know the employee, the team, the available assignments, and the behaviors that actually predict success in your organization.
Of course, this is just the plan. You, not AI, are the one that will execute it. The good news is that you can focus more time on implementing the plan and less building it.
